{"id":4813,"date":"2026-05-03T13:16:12","date_gmt":"2026-05-03T10:16:12","guid":{"rendered":"https:\/\/sawtoroba.com\/Eng\/?p=4813"},"modified":"2026-05-04T15:00:38","modified_gmt":"2026-05-04T12:00:38","slug":"the-arab-socialist-baath-party-held-its-thirteenth-national-congress","status":"publish","type":"post","link":"https:\/\/sawtoroba.com\/Eng\/?p=4813","title":{"rendered":"\u200eThe Arab Socialist Ba&#8217;ath Party held its Thirteenth National Congress"},"content":{"rendered":"<p><strong>\u00a0\u200e<\/strong><strong>Under the slogan &#8220;Awakening the Nation, Standing Firm on the Pledge of Struggle and Loyalty to the Martyrs of the Party and the Nation&#8221;<\/strong><strong> \u00a0\u200e<\/strong><\/p>\n<p><strong>\u200e<\/strong><strong>The Arab Socialist Ba&#8217;ath Party held its thirteenth national congress in the presence of all the party&#8217;s organizations in the Arab world and abroad, reviewing the reality of the Arab nation and the challenges it has faced and facing since its previous congress, and concluded to identify the constants in re-rooting the party&#8217;s ideology and the program of struggle and political work in its strategic and phased dimensions, and issued the following statement at the end of its work:\u200e<\/strong><\/p>\n<p><strong>\u200e<\/strong><strong>The Arab nation is going through a very dangerous historical phase in its contemporary history, with the escalation of Zionist aggression and settlement in Palestine and its expansion to include Lebanon, Syria, and Yemen, and the American regime has escaped all legal controls imposed by international conventions and norms. The continuation of the Iranian sub-occupation of Iraq and its dominance over all aspects of life in it, accompanied by projects to fragment Arab national structures by drowning them in military, sectarian, and regional conflicts that are fueled by various forms of regional and international interventions in the interior Arab affairs.<\/strong><\/p>\n<p><strong>\u00a0\u200eThis comprehensive application to which the Arab nation is exposed to its current national reality and the high level of threat to its national and societal security from within and from the inside, places the party and with it the liberating Arab forces in the position dictated by the historical responsibility to put in place practical mechanisms to awaken the national project based on activating the energies of the masses and their vanguard forces to build an Arab front that takes upon itself to confront the projects of aggression, by reintroducing the national cause into the heart of the daily political and social conflict and building a popular-political balance of power. It will halt the path of regression in the nation&#8217;s reality and open a new horizon for the national liberation path. \u200e<\/strong><\/p>\n<p><strong>\u200e<\/strong><strong>In the area of defining the action strategy, the conference considered that the Arab nation is not an object of domination nor an open arena for foreign interference in its affairs, and that it is capable of restoring the initiative if it has the data of awareness, organization and leadership, as necessary conditions for moving the struggle of the Arab liberation movement and the party at the forefront from the position of the recipient and reaction to the position of proactive and organized action of struggle with its national dimension and social content, and the rush in the confrontation with the enemies of the nation from many and positions, headed by forces The Zionist-colonial alliance with all available capabilities and forms has reached the level of political cohesion based on the base of the mass movement as a basic base for confronting the occupation and the projects of aggression, fragmentation and normalization, and based on the restoration of the option of comprehensive national resistance, as a radical option that can accumulate and achieve victory.\u200e<\/strong><\/p>\n<p><strong>\u200e<\/strong><strong>In its area of addressing the specificities of the Arab national environments, the National Congress stressed the need to grant the Party&#8217;s organizations that operate within these environments flexibility commensurate with the reality of the political, economic and social conditions without compromising the basic constants on which the Party relies in its national struggle at all levels and spheres and to work as much as possible to activate the tools of struggle in the legal, media and cultural fields as areas of clash parallel to the political conflict in its national and social dimensions. \u200e<\/strong><\/p>\n<p><strong>\u200e<\/strong><strong>The conference devoted significant attention to democracy in Arab political life. It stressed its importance in managing the Arab political society based on pluralism and the rotation of power, and considering the protection of the elements of the national state as one of the main tasks of the national struggle in the face of the projects of division and the decline of the current Arab reality without what exists. In its approach to the state of national unity, it considered the Arab nation capable of devising the constitutional system that is most suitable for the Arab reality within the framework of the diversity in which it mixes, which gives it a degree of flexibility that enables it to absorb the crises that afflict it in the context of the general development of its political, economic, and social conditions. \u200e<\/strong><\/p>\n<p><strong>\u200e<\/strong><strong>The party, whose conference was halted in the face of the current challenges facing the nation, starting with the repercussions of the Zionist occupation and its expansion, as well as the projects of the regional powers that see the Arab space as a vital field for the implementation of their own goals at the expense of Arab national security and the security of its national components, and the Iranian and Turkish projects are two examples, considered that there are other challenges that rise in their effects to the level of threatening the national security of the nation, from the high level of media pumping hostile to distorting national consciousness to the reproduction of sectarian and regional identities on the calculation of the inclusive national identity, which has created an atmosphere among broad popular sectors that has weakened their confidence in organized action after the discourse of helplessness, despair and adaptation to defeat, as in the case of the reality of the Arab official system, has become a prevailing and influential situation on public opinion, and this is one of the most dangerous weapons that are employed to dismantle national consciousness and promote a culture of surrender to the fait accompli, as if what is imposed by the balance of power in the moments of the intensification of the conflict is characterized by finality and is like a fate that cannot be reversed. \u200e<\/strong><\/p>\n<p><strong>The Thirteenth National Congress, which referred to these challenges, did not exempt the Arab liberation movements from their responsibilities. The party is one of them, because their fragmentation, dispersion and retreat led to a decline in their role in confronting the challenges, whether in the field of resistance against the occupation or in the context of the national struggle to bring about political change by democratic means to meet the needs of the masses to achieve a free and dignified life and in a society where justice, equal opportunities and the conditions of citizenship prevail in a civil state in which everyone is equal under one roof \u00a0law. For this reason, the party considered that the formation of the political lever for the Arab struggle requires raising the formulas of national action to the level of actual unity based on a unified program that links the goals of liberation and national democratic change. There is no way to do this except by forming a progressive and libertarian national front at the national level, as well as national fronts among forces united by political commonalities around the goals and mechanisms of change. \u200e<\/strong><\/p>\n<p><strong>\u200e<\/strong><strong>Only the launch of the national liberation project can answer the question of what should be done. To address the challenges facing the march of national advancement within the framework of the Arab masses&#8217; yearning to end all forms of national and social dispossession, the initiative to develop the executive mechanisms of this project must be a priority in the interim program of the Arab liberation movement, and that the party, which considers the establishment of the Arab National Front as one of its components of its strategy for national action, will put its capabilities to make this project make its way to the realization and impose its presence as the leader of the mass struggle movement in the face of the enemies of the nation, which are multi-faceted and positional. \u200e<\/strong><\/p>\n<p><strong>\u200e<\/strong><strong>It is the crystallization of this project and its translation into practical terms that restores the centrality of the Palestinian cause to the core of the Arab struggle. It places the issue of Iraq in the ranks of the central issues in view of the destructive consequences that resulted from the occupation of Iraq and the destruction of its national structure on the entire national reality. In addition, the Conference affirmed that every issue, even if its elements are formed within the framework of the national state, and involves a threat to national security, is an issue that rises to the level of central issues, based on the fact that national security is an organic unit, and any threat to any of the Arab national components with the unity of its land, people and institutions is a threat to national security, and this is to the extent that it applies to Palestine and Iraq, it applies to the Arab Ahwaz\u2019s, and every national entity is threatened by the dangers of division, fragmentation and as in the case of Sudan, which It is under the effects of an absurd war that has produced a tragic reality like that in Gaza and led to the disruption of the democratic transition process, as well as Libya, which undermines its national structure and has become a prisoner of regional conflicts that have given way to all forms of regional and international interference in its affairs, as well as Yemen, which is threatened by its national unity after the collapse of the transitional solution project with its three references, and the difficult situation of Syria, which faces the challenges of reunifying its land and institutions, and the destruction of its vital facilities and a change in its demography left by the Iranian incursion. Challenging the escalation of the Zionist aggression against them and Lebanon to expand the area of its occupation of these two countries and impose security belts that limit the sovereignty of the Syrian and Lebanese states on their territories. All of this has led to, and continues to lead to, the weakening of the state&#8217;s attractive national position, with all its protective and welfare functions. \u200e<\/strong><\/p>\n<p><strong>\u200e<\/strong><strong>The Conference directed the need to develop executive programs for each path of struggle, especially those related to the opening of dialogues with national forces and personalities to accelerate the laying of the foundations for the establishment of the National Popular Front at the nationalist level and the national fronts at the level of the countries where the subjective and objective data for the establishment of these fronts are available. In parallel with this path of struggle to form a framework capable of mobilizing the masses around their vital national, national and social issues, it stressed the need to include the launch of national initiatives to support the resistance of the Palestinian people in the face of the occupation, the expansion of settlements, the dangers of the threat of mass displacement, the provision of the elements of resilience for the masses in the occupied territories and the world of the Diaspora, resistance to all forms of normalization, the activation of boycott measures for Zionist goods, and the consideration of the inalienable Palestinian national rights of the right to self-determination until the establishment of an independent state based on the entire national territory has non-negotiable rights or lapse by statute of limitations.<\/strong><\/p>\n<p><strong>\u200e<\/strong><strong>The conference considers that unity and the establishment of its state remain a strategic goal, but due to the data produced by the reality of entity fragmentation and the emergence of obstacles, some of which are due to subjective reasons related to the nature of the forces benefiting and taking advantage from the reality of fragmentation, whether they are in power or outside it, and some of which are due to the amount of pressure exerted by the forces hostile to the aspirations of the nation towards unity, the achievement of unity, although it seems to be the farthest out of reach at the present moment, does not cancel or drop the activation of the formulas of joint Arab action through a sentence Material measures that strengthen Arab ties, starting with linking the Arab countries to a transportation network that connects the countries and facilitates the process of transporting goods and the movement of people without entry visas, which is supposed to be accompanied by the lifting of customs barriers and the release of freedom of movement, work, residence and ownership for Arab citizens in various Arab countries. \u200e<\/strong><\/p>\n<p><strong>\u200e<\/strong><strong>For this reason, the conference considered that focusing on national issues with their basic intellectual titles, such as unity, freedom, socialism, and democracy, and rooting them to respond to the changes that are taking place, as well as the issues of struggle with their main titles from Palestine to Iraq and Ahwaz. The leaders of each occupied Arab country must attach special importance to their national struggle at the political, economic and social levels as a basic entry point to mobilize the masses for change and to provide additional tributaries to the dialectic of the relationship between the national and the nationalist in the context of the comprehensive confrontation against the national enemies of the nation and against the ruling authoritarian systems that confiscate public freedoms and practice tyranny and exploitation of the masses of the people. \u200e<\/strong><\/p>\n<p><strong>\u200e<\/strong><strong>In the same context, the Congress directed that the students, youth, and feminist sectors be given priority in the party&#8217;s struggle, in accordance with the saying of the comrade leader, Saddam Hussein: &#8220;We win over the youth to ensure the future.&#8221; \u200e<\/strong><\/p>\n<p><strong>\u200e<\/strong><strong>The conference was interrupted by the positive shift that took place in world public opinion in support of the Palestinian people and their right to self-determination. He saw in this transformation an opportunity that must be invested in the maximum possible way to mobilize more support for Arab causes, especially the cause of Palestine, whose people are facing a war of extermination and frantic attempts to overthrow their national identity. Therefore, opening up to international websites that seemed more advanced than some of the countries of the official Arab regime in taking positions of boycott, condemnation and accountability for the Zionist entity and the American that no longer takes into account international legitimacy is a goal that the party will work through its concerned and relevant institutions to maintain communication with the parties, forces, personalities and all international circles that raised the slogan of freedom for Palestine, stop the genocidal war, condemn the policy of ethnic cleansing and apartheid practiced by the Zionist entity, and to provide a wider A fan of support for the causes of the just nation in freedom from the forms of colonialism and domination of its resources in the service of the savage capital run by the deep state in America. \u200e<\/strong><\/p>\n<p><strong>\u200e<\/strong><strong>The thirteenth National Congress of the Party considered that the Arab nation, as the level of its targeting increases, because it has great energies, and is capable of defending its existence, identity and future project, and that the party, like other Arab liberation forces that believe that the road to liberation is long and costly are concerned with dealing with the psychological and media wars that promote surrender, and confronting this approach with resistance to besiege the discourse of defeat, despair and apparent and convincing normalization, which restores confidence to the nation in its ability to steadfastness on the path of renewed revival and based on the realization that the option of retreat is the choice of the defeated, and this does not restore a stolen right and does not protect the national identity of the Arab nation, which has been and will remain the historical constant that is not overthrown by the effects of the material balance of power in the moments of intensifying conflict.\u200e<\/strong><\/p>\n<p><strong>\u200e<\/strong><strong>The conference, which examined the state of the nation in its current reality, held that targeting the party through its organizational presence and intellectual system, especially in Iraq after the American occupier issued its decision, is inseparable from the broader targeting of the nation. The party that launched the mass struggle movement against Zionism, colonialism, and the forces of backwardness and fragmentation was not formed by an authoritarian decision to fall with the fall of the power it managed. Still, it is a party emanating from the popular will, and it has been. It will remain in the advanced position of struggle in defense of the nation&#8217;s causes of progress, liberation, unity, and democracy.
