Where are the procedures?

There is an international consensus except for pro-Israel states that Israel is committing genocide in Gaza, Amnesty International concluded after an investigation that “Israel has committed and continues to commit genocide against Palestinians in the occupied Gaza Strip.” A few days later, the European Centre for Constitutional and Human Rights stated that after research and analysis, it concluded that “there is a sound legal argument that Israel is committing genocide against Palestinians in Gaza.”
The Hebrew journalist “Haaretz” revealed the confessions of soldiers in the Israeli occupation army regarding the killing of Palestinian civilians, in the Gaza Strip, and then classifying them as terrorists, and despite this fact, which all countries of the world cannot ignore and overlook, and has become too big to be covered up by the Israeli press and media, and even greater than the American and Western press overlooked the obliteration of the truth of the crimes of genocide, which is no longer hidden to anyone, and therefore there is no excuse that can justify the killing of Approximately (46,206) Palestinians, the majority of whom are women and children, and the injury of 107512 others, while more than 10,000 people are still missing, since the seventh of October 2023, except for a genocidal war on the Gaza Strip against civilians, to evacuate it from any Palestinian presence within the plan of Judaization and forced and voluntary displacement of Palestinians and in front of the world.
This ugly reality has long been warned by international forums and organizations, including Médecins Sans Frontières, which accused the Israeli occupation of committing crimes of ethnic cleansing in the Gaza Strip. “We are witnessing clear signs of ethnic cleansing, with Palestinians forcibly displaced, besieged, and bombed,” said UN Secretary-General Christopher Lockier bluntly.
The war and its consequences were at the heart of the investigation by the International Criminal Court, despite all the American, Western, and Zionist influence in the world, it did not remain silent about what was happening in Gaza, and issued arrest warrants against Israeli Prime Minister Benjamin Netanyahu and his former Minister of War Yoav Galant, for committing war crimes and crimes against humanity in the Gaza Strip.
All these resolutions and rulings acknowledge that Israel’s war on the Gaza Strip is a violation of international law. In addition to these rulings, the International Commission of Jurists and the United Nations are cited in condemning Israel’s war. Now Israel and its president, according to the courts and human rights organizations that constitute the world’s legal and moral authorities, are outlaws.
The proposed provisions, resolutions, and measures remain a formality unless there is actual action to save these resolutions followed by their implementation under Chapter VII of the UN Charter, unfortunately, the United States continues to defend Israel against the emerging global consensus and continues to arm it. Other proponents use the language of loopholes and puzzles to which we have been accustomed since the beginning of the war. Britain has suspended a small portion of its arms exports, but insists it remains a “strong ally” of Israel and that it will continue to cooperate with Netanyahu, but will still comply in one way or another with its legal obligations. France came up with an impressive legal reading, stating that Netanyahu actually enjoys immunity because Israel has not signed the ICC Convention, and ironically, it is this reading that would also extend immunity to many leaders of many countries.
