 ‎In the war that is raging now between Iran, the United States, and Israel, many people are wondering about the position of China and Russia. I will add the Vietnamese position to them. It seems that the Arab culture that is “adorned” with the brocade of pride and fear, standing with the truth… etc., is rooted in the vocabulary of confusing “political values” with “individual values”, which is incapable of dismantling this view.

‎The scene is further complicated by the ideological legacy, especially of the Marxist, who feeds on Mao Zedong’s saying “imperialism is a paper tiger”, Khrushchev’s “We will bury you”, and Ho Chi Minh’s cries about the inevitability of supporting the oppressed peoples. But these three countries have undergone a very profound change in the ladder of their value system, and this is represented in the infiltration of the pragmatic perspective that says that “the idea is correct to the extent of the benefit it entails” and not to the extent of consistency with the moral perspective, as the three countries recognize Israel legally and realistically and establish various relations with it in all fields. However, Israel is a clear excretion of imperialist policies, as the Jewish migrations from Russia to Palestine did not stop during the time of the Soviet Union and the time of Russia. Cooperation reached the point of Russian bartering on the Syrian regime, in exchange for the survival of Russian military bases, Israel has a large and strategic share in the Chinese Belt and Road Project. Vietnam’s Ho Chi Minh and General Giap ranked second and third in the order of arms purchases from Israel. In fact, these three countries rank below the world average in terms of the percentage of financial aid to the United Nations Relief and Works Agency for Palestine Refugees (UNRWA) or to other international bodies that provide aid to the Palestinians.

‎The question of the Russian, Chinese, and Vietnamese position in the war with Iran is based on a historical memory stuffed with ideology. Still, the four updates in China are based on a slogan hung by the Eleventh Congress of the Communist Party of China in the conference hall, based on “it doesn’t matter what color the cat is, what matters is that the rats are hunted”, and since Gorbachev, pragmatism in Russia has been deepening more and more. Dugin tends to understand the Turkish position on Israel because “Turkey’s interests are stronger than its religious tendencies,” which brings us back to a pragmatic understanding of international conflicts.

‎As for Vietnam, which has been an influential model for Arab elites of all tendencies, it has announced its recognition of Israel since 1993, although it knows with certainty that this state was established on Palestinian lands and at the expense of the rights of the Palestinian people, who were at the forefront of the popular forces supporting Vietnam during its Revolution, and since 1993, the trade, technical and military relations between Israel and Vietnam have been moving in an escalating linear manner in most periods, and a free trade zone was signed between them in 2010

‎Vietnam opened its embassy in Tehran in 1997, more than 18 years after the Iranian Revolution (despite Vietnam’s recognition of the Iranian Revolution in 1979). China’s and Russia’s relations with Iran span multiple fields, and they are united by several geostrategic organizations. Iran is even accused of supplying Russia with drones during the Ukraine war.

‎What does that mean?

‎It seems that the diplomacy of de-hyphenation based on the predominance of the pragmatic perspective is what explains the behavior of the three countries, and this diplomacy adopted and put forward by the Indian strategists is based on “the priority of preserving my interests with the two opposing parties and refusing to sacrifice either of the interests under the pretext of right and wrong”, so India has about 9.5 million workers in the Gulf, and it has close relations with Israel, and it has relations with Iran and with Israel, it works not to sacrifice any of the interests between the conflicting parties, and this means The application of dissipation diplomacy pushes Russia, China, and Vietnam to work not to sacrifice the relationship with Israel for Iran’s sake, and in return, not to sacrifice Iran for Israel’s interests.” It is not a matter of “fear, pride and magnanimity”, but the Arabs must adopt the diplomacy of dissipation, with a rational perspective and not from the perspective of the “subconscious”, and arrange the interests on two strategic foundations:

‎First: Determining Arab interests based on the priority of the interests of society and the state, not the interests of political systems, as the Arabs base their policies on the priority of the interests of the regime, while other countries give priority to the interests of society and the state.

‎Second: Building alliances with the central powers in the international community based on strengthening the interests of society and the state, not based on forces that “guarantee me to remain in power” regardless of the benefit of the state and society, and know that the diplomacy of dissipation needs careful calculations and ant eggs, as Lenin said, and not with the cry of the subconscious. Do I need to be here, maybe.
