The Arab nation is facing unprecedented challenges that target its core human and cultural existence, identity, capabilities, and resources. Demographic change and the absence of many of its countries are among the most critical and dangerous means to achieve these hostile goals in the short and long term.
This goal is achieved through several means, including wars, as is happening in Sudan, for example, through economic strangulation, successive crises, or other hostile strategies.
Demographic change takes the form of major human waves, as in Syria during the former Assad regime, or of gradual absence, as in several areas, including Nineveh province in Iraq. The systematic violations in Nineveh Governorate and their facilitation are illustrated as an example of this.
Systematic violations and demographic exclusion are taking place in Iraq, all with the support of the influential Coordination Framework, the support of Prime Minister Mohammed al-Sudani, and the judicial protection that entrenches the policy of impunity. Here are some of the proven violations:
Seizure of land and private property by the Babylonian militia led by
Rayyan al-Kildani, which spans the areas of Al-Shalalat, Awaizah, Qabr Maryam, Abbasiya, Tal Kaif, Qazat Fakhra, and Jilokan, was converted from agricultural to residential land and sold exclusively to pro-Iranian Shabak elements as part of a plan to reshape the region’s population structure.
Forced displacement of our Christian people, population statistics indicate
About 80 percent of the people of Ain Kawa, which is currently inhabited by Christians in Erbil, have been forced to leave their areas in the Nineveh Plains as a result of threats and warnings.
Which they received from the pro-Iranian Babylonian militias.
Changing local influence through influential proxies: the cities of Bartella and Bashiqa were transformed into Iranian-influenced cities through local proxies affiliated with the Popular Mobilization Forces.
Control of elections and political representation, and the control of the Chaldean Party in four out of five seats in the Iraqi parliament reserved for Christians, with the support of the pro-Iranian force and its tails, 15 officials, including heads and directors of state institutions, were removed and replaced by elements loyal to the Kildani, which made it control the Nineveh Provincial Council.
Carrying out major crimes and violations:
Sources on the ground have documented the responsibility of the Babylonian militia forces for the killing of 30,000 Iraqis during the Nineveh operations in 2016-2017, in addition to carrying out arbitrary arrests.
Financial extortion against the population under the political and judicial protection provided by the government of Baghdad, which is under complete Iranian control.
Direct connection with the Iranian Revolutionary Guards:
Evidence suggests that Rayan al-Kildani received financial and logistical support from the IRGC
In addition to recruiting police and army officers within the Babylon militia system, which makes it part of the Iranian system inside Iraq.
Funding and Political Coverage:
Rayan al-Kildani enjoys political support from the president of the republic, who visited him in February
From this year 2025, in a step considered normalization with armed factions outside the state’s control. The information indicates that Rayan al-Kildani funded public relations in the United States of America in 2023 to improve his image through American research institutions, with the participation of figures such as Bilal Wahab and Jonathan Lord, in an attempt to circumvent human rights criticism against him.
Social and Cultural Impact:
The policies of the Babylonian militia have caused the widespread destruction of the Syriac, Assyrian, and Chaldean historical human heritage, which is an essential part of the history and civilizational heritage of humanity in general and the history of Mesopotamia in particular, making this among the grave violations targeting human heritage, and this has been done in each of the regions of Bartella, Qaraqosh and Sinjar. In addition, the cultural identity of the Nineveh Plains was altered, in clear violation of the 1954 Hague Convention and the 1970 UNESCO Convention for the Protection of Cultural Property.
Overall:
The continuation of demographic change in the Nineveh Plain through systematic practices, supported by political and security influence, represents an existential danger to the authentic diversity of Iraq, in preparation for its fragmentation and destabilization of the unity of its society, which is carried out by the Babylonian militias led by Rayan al-Kildani. This is done in accordance with decisions and directives issued from Tehran, in service of its plans to consolidate its influence and control all citizens opposed to it and its policies in the region.
The methods used to achieve this and entrench it in more than one Arab country are similar in terms of the use of military forces outside the framework of the state, extending influence through money, granting political cover to provide legal protection, changing cultural identity, and finally activating public relations in influential foreign countries with the aim of legal immunity.
